Report to confirm active teachers for CAPSDAC

For agencies with multiple programs, sites and classrooms, the teacher field doesn't have a way to identify teachers who are active or inactive. For CAPSDAC, it will be helpful to have a report that we can pull to confirm prior to downloading the monthly report.
