Ability to send attachments/documents via the texting feature in CARE

Families and providers are relying on text messages for information more and more often. If we can upload documents into the texting feature - such as Certificates that need signatures, flyers for upcoming training opportunities, etc. I think it will make the texting feature even more valuable to users.
