Allow for the pre voucher report to show all users payment entries

In the provider payment entry menus, it would be helpful if we could see all payments for all users in this screen as a way to check payments before they are released from the provider queue to the provider history. (So that corrections can be made if needed prior to having to release payments from the provider queue into the provider history.)
