Duplicate Validation Alert on the Provider Payment Queue and/or Provider Payment History

The duplicate validation alert/pop-up message would appear on either the Provider Payment Queue (when releasing) or the Provider Payment History (when exporting) if there is more than one payment entry submitted for the same: child, provider, and service month. This will work as an extra preventative measure so a child care provider is not overpaid for the same child for the same month, more than once.
